HSN 5107 20 10 (Worsted hosiery yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) Policy. The PSIC must be issued by an accredited laboratory of the exporting country or supported by a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming the azo-dye exemption extends to countries beyond the nine listed origins. A PSIC from a non-accredited domestic testing facility in the exporting country does not satisfy the General Note 10 requirement — only an accredited laboratory of the exporting country or a TC/CSRTI report is accepted. Consignments arriving without a compliant PSIC from a non-exempt origin are detained at the port of import, attracting demurrage and ground rent until the deficiency is remedied.
