Compliance steps
  1. 1
Before shipment, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes. This is mandatory at the bill-of-entry stage for all origins not covered by the exemption.

  2. 2
Confirm the country of origin before filing the bill of entry. Azo-dye testing is exempted only for imports originating from EU member states, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; consignments from all other origins must carry the PSIC regardless of product composition.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption extends to countries beyond the nine listed origins. A PSIC from a non-accredited domestic testing facility in the exporting country does not satisfy the General Note 10 requirement — only an accredited laboratory of the exporting country or a TC/CSRTI report is accepted. Consignments arriving without a compliant PSIC from a non-exempt origin are detained at the port of import, attracting demurrage and ground rent until the deficiency is remedied.

Frequently asked
Does HSN 5107 20 10 require BIS certification?
No, worsted hosiery yarn is not covered by any BIS Quality Control Order. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, with the hazardous-dye PSIC requirement under General Note 10 as the operative compliance obligation.
Which origins are exempt from azo-dye testing under General Note 10?
Per DGFT Public Notice 14/2023 dated 14-06-2023, azo-dye testing is exempted for imports from EU member states, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only; all other origins must furnish a compliant PSIC.
Does the PSIC requirement apply if the wool content is just below 85% by weight?
Yes. The PSIC obligation under General Note 10 applies to all textile and textile articles regardless of fibre composition percentage; the sub-85% wool content of this tariff line does not create any exemption from the hazardous-dye testing requirement.
