Combed wool yarn, 85% or more wool content, not retail
HSN 5107 10 90 (combed wool yarn, 85% or more by weight of wool, not put up for retail sale) is subject to import policy administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) import policy for textile and textile articles. A Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous dyes is mandatory under General Note 10 of the ITC (HS) policy.

The most frequent error on this tariff line is assuming the azo-dye testing exemption applies universally because the exporting agent is based in an exempt country. The exemption is strictly origin-specific: the country of manufacture, not the country of dispatch or the nationality of the exporter, determines eligibility. A PSIC from a non-exempt country of manufacture cannot be substituted by a declaration from a trading office located in an exempt jurisdiction, and a missing or non-conforming PSIC results in consignment detention at the port of import.
