If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing requirement is waived for those origins only. Maintain documented proof of origin to avail the exemption at the time of customs assessment.

The most common error on this tariff line is assuming the azo-dye PSIC exemption applies universally once any exempted-country shipment has been cleared. The exemption is origin-specific and must be re-established for every consignment; mixed-origin lots or transhipments through an exempted country without valid origin documentation are treated as non-exempt and attract detention pending PSIC production. A valid TC or CSRTI test report is an acceptable substitute for the PSIC but must have been issued against the actual shipment lot.
