HSN 5107 10 20 (Worsted knitted yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country under General Note 10 of the ITC (HS) Policy. The PSIC must certify the absence of prohibited hazardous azo dyes, with a country-specific exemption applying to imports from nine named jurisdictions.

The most common error on this tariff line is assuming the azo-dye PSIC exemption applies universally once any exempted-country shipment has been cleared. The exemption is origin-specific and must be re-established for every consignment; mixed-origin lots or transhipments through an exempted country without valid origin documentation are treated as non-exempt and attract detention pending PSIC production. A valid TC or CSRTI test report is an acceptable substitute for the PSIC but must have been issued against the actual shipment lot.
