The single most common error on this tariff line is assuming that an exempted-country origin certificate alone satisfies the PSIC requirement. The azo-dye testing exemption for listed countries covers that one parameter only; the PSIC or test report must still certify absence of all other prohibited hazardous dyes. Presenting a partial test report or an unaccredited-laboratory certificate at the port of entry will result in consignment detention and potential ground rent liability pending a compliant document.
