Carded wool yarn, less than 85% wool by weight
HSN 5106 20 90 (carded wool yarn containing less than 85% wool by weight, not put up for retail sale) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous dyes is mandatory under General Note 10 of the ITC (HS) Policy, as clarified by DGFT Public Notice 14/2023.

The exemption from azo-dye testing for nine named countries is frequently misread as a blanket exemption from the PSIC requirement itself. The PSIC covers additional parameters beyond azo-dye testing, and consignments from exempt origins that arrive without any inspection documentation are detained pending DGFT-policy-compliance verification. Confirm the scope of the required certificate with the accredited laboratory before shipment.
