Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Upload the PSIC at the bill of entry stage before out-of-charge.

  2. 2
Confirm the country of origin: imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only. All other origins require a full PSIC covering prohibited hazardous dye absence; failure to produce it results in consignment detention at the port of entry.

A word of counsel

The single most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries dispenses with the PSIC entirely. The exemption is limited to azo-dye testing; any PSIC or test report must still certify the absence of other prohibited hazardous dyes. Consignments from non-exempt origins that arrive without a PSIC face detention and potential re-export at the importer's cost.
