HSN 5106 20 10 (Shoddy woollen yarn) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) Policy. The PSIC must be issued by an accredited laboratory of the exporting country or carry a valid test report from a Textile Committee or CSRTI laboratory.

The single most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries dispenses with the PSIC entirely. The exemption is limited to azo-dye testing; any PSIC or test report must still certify the absence of other prohibited hazardous dyes. Consignments from non-exempt origins that arrive without a PSIC face detention and potential re-export at the importer's cost.
