The most common error on this tariff line is treating the azo-dye exemption for listed countries as a full exemption from the PSIC requirement. The exemption is limited to azo-dye testing; a PSIC from an accredited laboratory confirming absence of other prohibited hazardous dyes is still required regardless of origin. Presenting only a country-of-origin certificate without the PSIC exposes the consignment to detention at the port of import pending documentary compliance.
