HSN 5106 10 10 (Shoddy woollen yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) Policy. Azo-dye testing is waived only for imports originating from nine specified countries.

The most frequent error on this tariff line is assuming the PSIC is only required when azo-dye testing applies. General Note 10 mandates the PSIC for all textile and textile article imports to certify absence of prohibited hazardous dyes; the country-of-origin exemption removes the azo-dye component of the test, not the PSIC requirement itself. A consignment arriving without a valid PSIC or TC/CSRTI test report is liable to detention at the port of import regardless of the exporting country.
