Yarn waste of wool or fine animal hair
HSN 5103 20 20 (Yarn waste) is subject to Animal Quarantine and Certification Services (AQCS) clearance under the import regime governing animal-origin materials, with a Health Certificate, Veterinary Health Certificate, and Laboratory Certificate of Analysis required at the bill of entry. Import of this waste is additionally governed by Para 8(B) of the General Notes of the ITC (HS) Import Policy and Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, administered by the Directorate General of Foreign Trade (DGFT).

The most frequent error on this tariff line is treating it as an ordinary textile import and uploading only the AQCS Health Certificate while omitting the Veterinary Health Certificate (853AQ1) and the Laboratory Certificate of Analysis (001AQ1) as separate e-Sanchit uploads. All three documents are independently mandatory under Circular 24/2022-Cus; a bill of entry missing any one of them will be held by the Proper Officer pending upload, accruing demurrage and ground rent. The Hazardous Waste Rules overlay is an additional layer that applies regardless of AQCS clearance status.
