Waste of sheep's and lamb's wool
Waste of sheep's and lamb's wool (wool fibre waste)
HSN 5103 20 10 (Waste of sheep's and lamb's wool) is subject to Animal Quarantine and Certification Services (AQCS) clearance, with a Veterinary Health Certificate and Laboratory Certificate of Analysis mandatory at the bill-of-entry stage. Import of waste materials is additionally governed by Para 8(B) of the General Notes of the ITC (HS) Import Policy and Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, administered by the Directorate General of Foreign Trade (DGFT).
- Health Certificate from AQCS
- Veterinary Health Certificate from exporting country
- Laboratory Certificate of Analysis from AQCS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Obtain a Veterinary Health Certificate issued by the competent authority of the exporting country and upload it in e-Sanchit under document code 853AQ1. Separately, upload a Laboratory Report or Certificate of Analysis under document code 001AQ1, as required under Circular No. 24/2022-CUS dated 28-11-2022 (Annexure A, sl. nos. 1 and 2 respectively).CBIC Circular 24/2022-CUS dated 28-11-2022 · AQCS document codes 853AQ1 and 001AQ1
- 2Ensure the Health Certificate (document code 6360AQ) is also uploaded in e-Sanchit before out-of-charge. The proper officer will verify this upload on PGA-facilitated bills that have not been routed through AQCS for a NOC.CBIC Circular 24/2022-CUS dated 28-11-2022 · AQCS document code 6360AQ
- 3Confirm compliance with Para 8(B) of the General Notes on Import Policy of ITC (HS) and Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 before filing the bill of entry. Azo-dye testing is mandatory for textile-category waste except for imports originating from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.Para 8(B) of ITC (HS) General Notes · Hazardous Waste (Management and Transboundary Movement) Rules, 2016 (Rules 12 and 13) · General Note 10 of ITC (HS) Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most frequent error on this tariff line is treating the AQCS Health Certificate (6360AQ) as the only mandatory upload and overlooking the separate Veterinary Health Certificate (853AQ1) and Laboratory Certificate of Analysis (001AQ1) required under Circular 24/2022-CUS. All three documents must be individually uploaded in e-Sanchit under their respective codes; a missing COA or Veterinary Health Certificate will cause the proper officer to withhold out-of-charge even where the Health Certificate is present, resulting in detention, demurrage, and ground rent accumulation.
