Noils and other waste of wool or fine animal hair
HSN 5103 10 90 (wool noils waste, other) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance, including a Veterinary Health Certificate and Laboratory Certificate of Analysis, under Circular No. 24/2022-Cus dated 28-11-2022. Import is also subject to Para 8(B) of the General Notes on Import Policy of the ITC (HS) and Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, administered by the Directorate General of Foreign Trade (DGFT).

The most common error on this tariff line is treating the Health Certificate (6360AQ) as the sole AQCS requirement and overlooking the separately coded Veterinary Health Certificate (853AQ1) and the Certificate of Analysis (001AQ1), both of which are independently mandatory under Circular No. 24/2022-Cus. A bill of entry presented with only one of the three documents will not receive out-of-charge clearance, and the resulting detention attracts demurrage and ground rent from the day of vessel arrival.
