Compliance steps
  1. 1
Upload the Veterinary Health Certificate issued by the competent authority of the exporting country (document code 853AQ1) and the Laboratory Reports or Certificate of Analysis (document code 001AQ1) in e-Sanchit before filing the bill of entry. Both documents are mandatory for CTIs listed in Annexure A of Circular No. 24/2022-Cus.

  2. 2
Ensure compliance with Para 8(B) of the General Notes on Import Policy of the ITC (HS) and Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016. Wool and animal-hair waste falls within the waste-import regulatory perimeter; consignments not meeting these conditions are liable to detention and re-export.

  3. 3
Upload the Health Certificate (document code 6360AQ) in e-Sanchit for AQCS-facilitated bills. Also confirm whether the consignment's country of origin qualifies for the azo-dye testing exemption; imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing under General Note 10 of the ITC (HS) Policy.

A word of counsel

The most common error on this tariff line is treating the Health Certificate (6360AQ) as the sole AQCS requirement and overlooking the separately coded Veterinary Health Certificate (853AQ1) and the Certificate of Analysis (001AQ1), both of which are independently mandatory under Circular No. 24/2022-Cus. A bill of entry presented with only one of the three documents will not receive out-of-charge clearance, and the resulting detention attracts demurrage and ground rent from the day of vessel arrival.
