Other (excluding pig and boar bristles)
Coarse animal hair, not carded or combed (excluding pig and boar bristles)
HSN 5102 20 90 (coarse animal hair excluding pig and boar bristles) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance, with a Veterinary Health Certificate and Laboratory Certificate of Analysis required at the bill of entry. The Wildlife Crime Control Bureau (WCCB) CITES Certificate overlay applies where the hair originates from a CITES-listed species, and the Directorate General of Foreign Trade (DGFT) administers the applicable ITC (HS) import policy conditions including azo-dye testing requirements.
- Health Certificate from AQCS
- CITES Certificate from WCCB
- Certificate of Analysis from AQCS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Upload the Veterinary Health Certificate issued by the competent authority of the exporting country (document code 853AQ1) and the Laboratory Report or Certificate of Analysis (document code 001AQ1) in e-Sanchit before filing the bill of entry. Both documents must correspond to the CTIs listed in Annexure A of Circular No. 24/2022-Cus dated 28-11-2022.Circular No. 24/2022-Cus dated 28-11-2022 · AQCS document codes 853AQ1 and 001AQ1
- 2Upload the CITES Certificate (document code 626000) and AQCS Health Certificate (document code 6360AQ) in e-Sanchit. The proper officer will verify both documents for PGA-facilitated bills not routed through the PGA for NOC before granting out-of-charge.Circular No. 24/2022-Cus dated 28-11-2022 · document codes 626000 and 6360AQ
- 3Confirm whether azo-dye testing is required: testing for prohibited azo dyes is mandatory for imports from all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom. For all other origins, a compliant test report must accompany the consignment per General Note 10 of the ITC (HS) Policy.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that AQCS clearance alone is sufficient and overlooking the WCCB CITES Certificate requirement — which applies not only to species listed under CITES Appendices but is verified by customs for all coarse animal hair of uncertain species origin. A consignment arriving with AQCS documents in order but without the CITES Certificate (document code 626000) uploaded in e-Sanchit will be detained pending WCCB clearance, attracting demurrage and ground rent while the NOC is obtained retrospectively.
