HSN 5102 19 90 (Other fine or coarse animal hair, not carded or combed) is subject to Animal Quarantine and Certification Services (AQCS) veterinary clearance under the livestock importation framework, with a concurrent Wildlife Crime Control Bureau (WCCB) CITES Certificate requirement where the species is CITES-listed. The Directorate General of Foreign Trade (DGFT) ITC (HS) policy overlay and azo-dye testing under General Note 10 apply as additional clearance requirements at the bill of entry.

The most common error on this tariff line is overlooking the species-based CITES trigger: importers often assume that because the product is raw hair rather than a whole animal or worked trophy, WCCB clearance is not required. However, if the source species is listed under CITES Appendices I, II or III, the CITES Certificate (document code 626000) is a mandatory pre-clearance document, and a consignment arriving without it faces seizure and referral to WCCB regardless of whether the AQCS veterinary documents are in order.
