Handloom woven silk or silk waste fabrics
HSN 5007 90 10 (Of Handloom woven) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or carry a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming the azo-dye testing exemption applies to all origins by default. The exemption is country-specific and narrowly listed; silk fabrics arriving from China, Vietnam, Thailand, or any origin outside the nine named countries without a valid PSIC are liable to consignment detention and delayed out-of-charge until a compliant test report is produced. Even for exempt origins, no exemption exists for other prohibited hazardous dye parameters covered under General Note 10.
