Woven silk fabrics containing 85% or more silk by weight

The most common error on this tariff line is assuming the azo-dye exemption for specified origins dispenses with the PSIC obligation entirely. The exemption covers azo-dye testing only; the Pre-Shipment Inspection Certificate for other prohibited hazardous dyes remains mandatory regardless of the country of export. A consignment from an exempt origin arriving without any PSIC will be detained pending production of a valid test report.
