Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Silk and Rayon Technical Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous dyes before shipment. Failure to produce this certificate at the bill of entry exposes the consignment to detention.

  2. 2
If the exporting country is one of the nine exempted origins — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom — azo-dye testing is not required, but all other PSIC parameters remain applicable. Document the origin clearly on the bill of entry to avail the exemption.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption for specified origins dispenses with the PSIC obligation entirely. The exemption covers azo-dye testing only; the Pre-Shipment Inspection Certificate for other prohibited hazardous dyes remains mandatory regardless of the country of export. A consignment from an exempt origin arriving without any PSIC will be detained pending production of a valid test report.
