Silk yarn and yarn spun from silk waste, retail put-up
HSN 5006 00 90 (silk yarn and yarn spun from silk waste, put up for retail sale) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from countries outside the exempted list must present a PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The azo-dye exemption is origin-specific and narrow: it covers only the nine listed countries (EU member states collectively, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom) and exempts only the azo-dye testing component — the PSIC for other composition and quality parameters remains required regardless of origin. Importers sourcing from any other country who omit the PSIC face consignment detention at the port of import until conforming documentation is produced.
