Silk yarn and silk waste yarn for retail sale
HSN 5006 00 39 (Other silk yarn and yarn spun from silk waste, put up for retail sale) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes is mandated under General Note 10 of the ITC (HS) policy for imports from most origins.

The most common error on this tariff line is assuming that a PSIC covering physical or compositional parameters satisfies the azo-dye requirement — it does not; the PSIC must explicitly certify absence of prohibited hazardous dyes as a distinct test scope. Importers sourcing from non-exempt origins who arrive at the bill-of-entry stage without a dye-specific test report face consignment detention pending a remedial laboratory report, during which demurrage and ground rent accrue.
