The most common error on this tariff line is assuming the azo-dye exemption applies universally because the exporter holds an accredited-lab certificate. The exemption is origin-specific: a PSIC from an accredited laboratory of a non-exempt country that omits azo-dye testing results in a non-conforming document, and customs will detain the consignment pending a fresh test report from TC or CSRTI. Confirm the country of origin before finalising the PSIC scope with the foreign laboratory.
