The most frequent error on this tariff line is treating the azo-dye exemption for nine named countries as a full waiver of the PSIC requirement. The exemption applies only to testing for azo dyes; testing for all other prohibited hazardous dyes under General Note 10 remains compulsory from every origin, and a consignment arriving without a valid PSIC or TC/CSRTI test report is liable to detention pending re-inspection or re-export.
