Spun from silk waste other than noil silk
Silk waste yarn put up for retail sale
HSN 5006 00 31 (Spun from silk waste other than noil silk) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate requirement under General Note 10 to certify the absence of prohibited hazardous dyes. DGFT Public Notice 14/2023 governs the azo-dye testing obligation and its country-specific exemptions.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Azo-dye exemption declaration from DGFT
- 1Procure a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Silk and Textile Research Institute (CSRTI), confirming the absence of prohibited hazardous dyes. This document must accompany the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing requirement is exempted; document the country of origin clearly on the bill of entry to claim the exemption. Imports from all other countries must submit the PSIC without exception.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that a test report obtained from a domestic laboratory after arrival in India satisfies the pre-shipment requirement under General Note 10. The obligation is explicitly pre-shipment — a certificate issued post-dispatch does not cure the deficiency and will result in consignment detention pending regularisation. Importers sourcing from non-exempt origins should build PSIC lead time into purchase-order terms.
