Yarn spun from noil silk waste, not for retail sale
HSN 5005 00 22 (yarn spun from noil silk waste) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Policy. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from a Textile Committee or CSRTI laboratory.

The azo-dye testing exemption is origin-specific and narrow: it covers EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only. Importers sourcing noil silk yarn from China, Vietnam, or any other origin not on that list must present a compliant PSIC at every shipment — there is no blanket exemption based on manufacturer reputation or prior clearances, and a missing PSIC at the bill-of-entry stage results in detention of the consignment.
