The azo-dye testing exemption is origin-specific and narrow: it covers EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only. Importers sourcing noil silk yarn from China, Vietnam, or any other origin not on that list must present a compliant PSIC at every shipment — there is no blanket exemption based on manufacturer reputation or prior clearances, and a missing PSIC at the bill-of-entry stage results in detention of the consignment.
