The most common error on this tariff line is assuming that the azo-dye exemption list is broader than it is. A supplier in a non-listed country — including major silk-producing origins — cannot substitute a manufacturer's self-declaration for an accredited-laboratory PSIC; customs will detain the consignment until a conforming test report is produced, accruing demurrage and ground rent at the designated port.
