Silk waste yarn, not put up for retail sale
HSN 5005 00 11 (Yarn spun from silk waste, other than noil silk) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate requirement under General Note 10 of the ITC (HS) Policy. All textile and textile article imports must be accompanied by certification from an accredited laboratory of the exporting country confirming the absence of prohibited hazardous dyes.

The most common error on this tariff line is treating the country-of-origin azo-dye exemption as a blanket exemption from the PSIC requirement. Importers from the nine exempt countries still require a Pre-Shipment Inspection Certificate covering all other prohibited hazardous dyes; arriving without a PSIC — regardless of origin — exposes the consignment to detention and demurrage at the port of entry pending submission of compliant test documentation.
