Silk yarn not put up for retail sale, other types
HSN 5004 00 90 (Silk yarn other than yarn spun from silk waste, not put up for retail sale) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) Policy.

The most common error on this tariff line is assuming that origin from an azo-dye-exempt country eliminates the PSIC requirement entirely. The azo-dye exemption is country-specific and narrow: it waives only the azo-dye component of testing, not the full PSIC covering other prohibited hazardous dyes. A consignment arriving without any PSIC — regardless of origin — faces detention at the bill-of-entry stage pending compliant documentation.
