HSN 5003 00 10 (Mulberry silk waste) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with the import of waste materials governed by Para 8(B) of the General Notes and Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016. A Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes is additionally required under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is treating mulberry silk waste as a conventional textile and overlooking the waste-import overlay under Para 8(B) of the General Notes and the Hazardous Waste Rules. The PSIC azo-dye exemption for listed countries applies to the dye-testing requirement only — the waste-import compliance obligations under Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 apply regardless of the country of origin and regardless of PSIC status.
