The most frequent error on this tariff line is assuming the azo-dye exemption for listed countries extends to all textile compliance requirements: the Pre-Shipment Inspection Certificate for other prohibited hazardous dyes remains mandatory regardless of origin. A PSIC that is silent on non-azo prohibited dyes will be treated as non-compliant at the bill-of-entry stage, triggering consignment detention and demurrage pending a fresh test report.
