The absence of compliance at this tariff line does not relieve an importer of obligations that may arise under general import policy: DGFT foreign-trade policy conditions on printed matter, including any applicable import licensing for publications containing restricted content, operate independently of tariff-line-level Quality Control Order coverage. Re-classification on customs examination — for instance, to a newspaper tariff line or to a Chapter 49 heading covering other printed matter — triggers retrospective compliance.
