HSN 4703 21 00 (unbleached coniferous chemical wood pulp, soda or sulphate process, other than dissolving grades) is not covered by a Bureau of Indian Standards Quality Control Order and carries no Partner Government Agency clearance requirement at the tariff-line level. Import follows the standard customs procedure: Importer-Exporter Code, bill of entry, commercial invoice, packing list. Dissolving-grade wood pulp, classified separately under Chapter 47, and paper or paperboard products derived from pulp may carry distinct compliance obligations.
The absence of compliance at this tariff line does not extend to all pulp classifications: dissolving grades under Chapter 47 are separately classified and may attract different treatment, and finished paper or paperboard products under Chapter 48 carry their own compliance landscape, including potential Quality Control Orders. Re-classification on customs examination — for instance, if the pulp is determined to be a dissolving grade — triggers retrospective compliance and detention pending resolution. Verify the pulp specification, including alpha-cellulose content and intended end-use, against the customs tariff before import.
