The most common error on this tariff line is dispatching the consignment before the Phytosanitary Certificate is obtained, on the assumption that a certificate can be furnished retrospectively at the port. Customs proper officers are instructed to withhold out-of-charge if document code 851000 is absent from e-Sanchit, regardless of whether the bill has been routed through a PGA; detention and demurrage accrue from vessel arrival, and a missing phytosanitary document cannot be regularised by a late upload after examination has begun.
