The single most common error on this tariff line is shipping the consignment before the Phytosanitary Certificate is physically in hand from the exporting country's plant-protection authority. The certificate cannot be substituted retrospectively after vessel departure, and a consignment arriving without document code 851000 uploaded in e-Sanchit will be detained at port — accruing demurrage and ground rent — until a valid certificate is produced or the consignment is re-exported.
