Statuettes, ornaments and decorative articles of tropical wood
HSN 4420 11 00 (wood marquetry, inlaid wood, caskets, statuettes, and similar ornamental wooden articles of tropical wood) is subject to a Phytosanitary Certificate requirement administered by the Plant Quarantine authority under the Plant Quarantine (Regulation of Import into India) Order, 2003. The certificate must be uploaded in e-Sanchit before customs out-of-charge at the bill-of-entry stage.
- Phytosanitary Certificate from exporting country authority
- e-Sanchit upload confirmation from CBIC
- 1Obtain a Phytosanitary Certificate (document code 851000) from the competent plant-quarantine authority of the exporting country before dispatch. The certificate must attest that the tropical wood articles are free from regulated pests and comply with India's plant-quarantine import conditions.CCR mandatory document requirement · document code 851000 · e-Sanchit upload obligation
- 2Upload the Phytosanitary Certificate in e-Sanchit under document code 851000 prior to filing the bill of entry. The customs proper officer will verify the upload before granting out-of-charge; consignments where the certificate has not been uploaded are held pending PGA NOC.CCR e-Sanchit mandatory document obligation · document code 851000
The most common error on this tariff line is dispatching a consignment on the assumption that a finished decorative wooden article — a statuette or jewellery casket — falls outside the phytosanitary net because it is a manufactured product rather than raw timber. India's plant-quarantine regime applies to wood articles of tropical origin regardless of their degree of processing, and a missing or expired Phytosanitary Certificate at the bill-of-entry stage results in detention and demurrage pending the proper officer's satisfaction.
