Wood builders joinery and carpentry, other assembled wood products
HSN 4418 79 00 (Other builders' joinery and carpentry of wood) is subject to a mandatory Phytosanitary Certificate requirement administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) import policy for wood products. The Phytosanitary Certificate (document code 851000) must be uploaded in e-Sanchit before customs out-of-charge is granted at the bill-of-entry stage.
- Phytosanitary Certificate from exporting country authority
- ITC (HS) policy declaration to DGFT
- 1Obtain a Phytosanitary Certificate (PSC) issued by the competent plant-protection authority of the exporting country for the consignment of wood joinery or carpentry. Upload the PSC in e-Sanchit under document code 851000 before filing the bill of entry.CCR mandatory document requirement · document code 851000 · e-Sanchit upload obligation
- 2Ensure the Phytosanitary Certificate is consignment-specific and current at the time of bill-of-entry filing. The proper officer is required to verify that document code 851000 has been uploaded in e-Sanchit before granting out-of-charge; absence of the certificate will result in consignment detention.CCR PGA-facilitated-bill verification requirement · document code 851000
The single most common error on this tariff line is shipping the consignment before the Phytosanitary Certificate is issued and uploaded — the PSC cannot be remedied retrospectively at the Indian port, as it attests to the phytosanitary status of the wood at the point of export. A missing or defective PSC at the bill-of-entry stage results in consignment detention, accruing demurrage and ground rent, and may require re-export if rectification is not accepted by the proper officer.
