Wooden flush door shutters (solid core, cellular and hollow core types)
HSN 4418 29 90 (wooden flush door shutters) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2202 and IS 2191 is mandatory under the ISI Mark Scheme with effect from 28 February 2025, by virtue of the Plywood and Wooden Flush Door Shutters Quality Control Order, 2024. A Phytosanitary Certificate uploaded to e-Sanchit applies as a separate customs-clearance overlay.
- 1Identify the precise door-shutter type being imported and match it to the applicable Indian Standard: IS 2202 (Part 1):1999 for solid-core plywood-face panels; IS 2202 (Part 2):2022 for solid-core particle board, HDF, MDF, and fibre hardboard face panels; IS 2191 (Part 1):2022 for cellular/hollow-core plywood-face panels; IS 2191 (Part 2):2022 for cellular/hollow-core particle board and hardboard face panels.Plywood and Wooden Flush Door Shutters Quality Control Order, 2024 · S.O. 1377(E) dated 15-03-2024
- 2Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable part of IS 2202 or IS 2191 for the specific face-panel type and core construction. Verify the CM/L number, licensed product scope, and licensed facility on the BIS online register before placing the purchase order.Plywood and Wooden Flush Door Shutters Quality Control Order, 2024 · S.O. 1377(E) dated 15-03-2024 · BIS (Conformity Assessment) Regulations, 2018
- 3Ensure every door shutter bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking does not satisfy the statutory requirement.BIS (Conformity Assessment) Regulations, 2018 · Scheme-I of Schedule-II
- 4Upload the Phytosanitary Certificate (document code 851000) to e-Sanchit before filing the bill of entry. The proper officer is required to verify the PSC upload before granting out-of-charge; absence of the PSC on e-Sanchit triggers consignment detention.ITC (HS) policy condition — Phytosanitary Certificate document code 851000 · e-Sanchit upload requirement
- 5Quote the supplier's BIS CM/L number on the bill of entry and retain the DRI Alert Circular 05/2025-CI dated 22-08-2025 in the import file. Customs verifies CM/L validity in real time against the BIS register; an expired, absent, or scope-mismatched licence triggers detention.DRI Alert Circular No. 05/2025-CI dated 22-08-2025 · F.No. DRI/51/2025-CI-O/O DG-DRI-HQ-Delhi · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is treating the IS 2202 and IS 2191 standards as interchangeable when they are part-specific: each combination of core construction (solid versus cellular/hollow) and face-panel material (plywood versus particle board, MDF, HDF, or fibre hardboard) maps to a distinct Part, and a CM/L licensed only for one Part does not cover product falling under another. An importer who verifies a supplier's CM/L number without confirming the licensed Part and face-panel scope will discover the mismatch at port, not at order placement — resulting in consignment detention and demurrage.
