The error most commonly encountered on this tariff line is presenting a Phyto Sanitary Certificate that covers only the raw-wood species and not the finished joinery product as exported — customs proper officers have authority to reject PSCs whose scope description does not match the goods description on the bill of entry, triggering detention and demurrage until a conforming certificate is produced from the exporting country's authority.
