The single most common error on this tariff line is shipping the consignment before the Phytosanitary Certificate is in hand, on the assumption that wood articles are low-risk. The certificate must be obtained pre-shipment from the exporting country's designated plant-protection authority; a certificate issued after dispatch is not accepted as a substitute, and the consignment will be detained at port pending compliance, accruing demurrage and ground rent until the matter is resolved.
