HSN 4415 20 00 (Pallets, box pallets and other load boards; pallet collars) is subject to a phytosanitary clearance requirement administered by Plant Quarantine authorities under the Plant Quarantine (Regulation of Import into India) Order, 2003. A Phytosanitary Certificate from the exporting country's national plant protection authority must be uploaded in e-Sanchit before customs out-of-charge.

The single most common failure on this tariff line is dispatching a consignment under the assumption that wooden pallets are a generic industrial input not requiring a plant-health certificate. All raw or processed wood packaging, including pallets and pallet collars, carries a phytosanitary clearance condition; a missing or invalid Phytosanitary Certificate results in detention and potential destruction or re-export of the consignment at the importer's cost.
