The most common error on this tariff line is treating the Phytosanitary Certificate as a formality and uploading it after filing the bill of entry rather than before. A missing or post-filed certificate document in e-Sanchit triggers a PGA-facilitated-bill hold: the consignment is detained at the port, accruing demurrage and ground rent, until the proper officer confirms the document is present and valid. Obtain the certificate from the exporting-country authority before vessel departure, not on arrival.
