The single most common error on this tariff line is sourcing under a CM/L licence that covers a different IS grade — for example, IS 303 (general-purpose plywood) or IS 4990 (concrete-shuttering plywood) — and declaring the consignment as marine or aircraft plywood. The Chapter 44 supplementary notes define marine plywood strictly as conforming to IS 710 and aircraft plywood as conforming to IS 709 and IS 4859; customs officers apply that definitional test on arrival. A CM/L for any other IS number, however current and valid, does not satisfy the QCO obligation for this tariff item and will result in consignment detention.
