Marine and aircraft plywood

Marine and aircraft plywood with coniferous outer plies

BIS QCO APPLICABLE · ISI MARK SCHEME · IS 303

HSN 4412 39 30 (marine and aircraft plywood with both outer plies of coniferous wood) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 710:2010 (marine plywood) and associated standards is mandatory under the ISI Mark Scheme with effect from 28 February 2025, by virtue of the Plywood and Wooden Flush Door Shutters Quality Control Order, 2024. A Phytosanitary Certificate uploaded to e-Sanchit applies as a separate customs-clearance overlay.

Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable Indian Standard — IS 710:2010 for marine plywood, or IS 709 and IS 4859 for aircraft plywood, as defined in the supplementary notes to Chapter 44. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.

  2. 2
Ensure every panel bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product or its immediate packaging; marking only on shipping documents is insufficient.

  3. 3
Confirm with the supplier which Indian Standard the consignment is licensed against: IS 303:1989 (general purposes), IS 710:2010 (marine), IS 5509:2021 (fire retardant), IS 1328:1996 (decorative veneered), IS 4990:2011 (concrete shuttering), or IS 10701:2012 (structural). The CM/L licence is standard-specific; a marine-plywood CM/L does not cover general-purpose or structural grades declared under the same HSN.

Upload the Phytosanitary Certificate (document code 851000) to e-Sanchit before the consignment arrives at port. The proper officer verifies its presence in e-Sanchit before granting out-of-charge; absence of the PSIC independently blocks clearance regardless of BIS QCO compliance.

If the supplier is a small enterprise, verify that the consignment is not shipped before 28 May 2025; for micro enterprises, not before 28 August 2025. Consignments from enterprises outside these deferred timelines must demonstrate CM/L compliance from 28 February 2025.

A word of counsel

The most common error on this tariff line is presenting a CM/L licence for one plywood grade — typically IS 303:1989 general-purpose — against a consignment described as, or physically constituting, marine plywood under IS 710:2010. Customs and the supplementary notes to Chapter 44 define marine plywood by strict reference to IS 710; a CM/L that does not cite IS 710 does not satisfy the QCO for this product, and the consignment is liable to detention regardless of whether another ISI-marked grade is licensed. Confirm the IS-specific CM/L scope matches the declared product before the purchase order is placed.

Frequently asked
Does HSN 4412 39 30 require BIS certification?
Yes. Marine and aircraft plywood must conform to the relevant Indian Standard and bear the ISI mark under a BIS CM/L licence, mandatory with effect from 28 February 2025 under the Plywood and Wooden Flush Door Shutters Quality Control Order, 2024.
Which Indian Standard applies to marine plywood and which to aircraft plywood under this HSN?
The supplementary notes to Chapter 44 specify IS 710 for marine plywood and IS 709 and IS 4859 for aircraft plywood. The CM/L licence must cite the correct standard for the product being imported.
Do the deferred enforcement dates for small and micro enterprises affect all importers?
No. The deferred dates — 28 May 2025 for small enterprises and 28 August 2025 for micro enterprises — apply to the enterprise category of the manufacturer, not the importer. Importers sourcing from manufacturers outside these categories must comply from 28 February 2025.
Does one CM/L licence cover all plywood grades and specifications from the same manufacturer?
No. Each CM/L is standard-specific; a licence against IS 710:2010 (marine) does not authorise sale or import of panels claimed as IS 303:1989 (general purpose) or any other grade, and customs will detain a consignment where the declared grade does not match the CM/L scope.
