HSN 4412 34 30 (marine and aircraft plywood) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 710:2010 (marine plywood) and IS 709 or IS 4859 (aircraft plywood) is mandatory under the ISI Mark Scheme with effect from 28 February 2025, pursuant to the Plywood and Wooden Flush Door Shutters Quality Control Order, 2024. A Phytosanitary Certificate uploaded to e-Sanchit applies as a separate customs-clearance overlay.

The single most common error on this tariff line is conflating the IS standards applicable to marine plywood with those for aircraft plywood. Per the Supplementary Notes to Chapter 44, marine plywood means plywood conforming to IS 710, while aircraft plywood means plywood conforming to IS 709 or IS 4859 — the two product types require different CM/L licences, and a supplier licensed solely against IS 710 cannot lawfully supply aircraft-grade panels. Declaring the product as marine plywood and presenting an IS 710 CM/L licence for a consignment that is in fact aircraft plywood triggers detention and reclassification at the port.
