Marine and aircraft plywood
Marine and aircraft plywood of non-coniferous hardwood species
HSN 4412 33 30 (marine and aircraft plywood) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 710:2010 (marine plywood) and IS 709 / IS 4859 (aircraft plywood) is mandatory under the ISI Mark Scheme with effect from 28 February 2025, under the Plywood and Wooden Flush Door Shutters Quality Control Order, 2024. A Phytosanitary Certificate must be uploaded in e-Sanchit as a separate customs-clearance documentary requirement before out-of-charge.
- 1Verify the foreign manufacturer holds a current BIS CM/L licence against the specific IS applicable to the product: IS 710:2010 for marine plywood, IS 709 for aircraft plywood (hull/deck/structural aerospace panels), or IS 4859 for aircraft shuttering plywood. The CM/L must cover the licensed manufacturing facility and the exact panel specification being imported.Plywood and Wooden Flush Door Shutters Quality Control Order, 2024 · S.O. 1377(E) dated 15-03-2024 · IS 710:2010; IS 709; IS 4859
- 2Ensure each panel bears the ISI mark and the supplier's CM/L number in accordance with the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the panel or its wrapping in a manner traceable to the licensed lot — marking on the outer pallet alone is insufficient.BIS (Conformity Assessment) Regulations, 2018 · Plywood and Wooden Flush Door Shutters Quality Control Order, 2024 · S.O. 1377(E) dated 15-03-2024
- 3Upload the Phytosanitary Certificate (document code 851000) in e-Sanchit before the bill of entry is filed. The proper officer is required to verify its upload before granting out-of-charge; absence of the PSC in the e-Sanchit portal stalls customs clearance regardless of BIS compliance.Chapter 44 supplementary notes · e-Sanchit document code 851000 · ITC (HS) Import Policy PGA facilitation requirement
- 4Quote the supplier's BIS CM/L number on the bill of entry and confirm the IS scope aligns with the tariff description. Per the supplementary notes to Chapter 44, marine plywood must conform to IS 710 and aircraft plywood to IS 709 and IS 4859; a CM/L issued against IS 303 (general-purpose plywood) does not satisfy this obligation.Chapter 44 supplementary notes · S.O. 1377(E) dated 15-03-2024 · BIS Act, 2016 · Customs Act, 1962
- 5If the manufacturer is an Indian small enterprise, the deferred enforcement date is 28 May 2025; for micro enterprises, 28 August 2025. Confirm the enterprise classification of the manufacturer before relying on any deferred-date exemption, as the standard enforcement date of 28 February 2025 applies to all other suppliers.Plywood and Wooden Flush Door Shutters Quality Control Order, 2024 · S.O. 1377(E) dated 15-03-2024
The single most common error on this tariff line is presenting a BIS CM/L licence issued against IS 303 (general-purpose plywood) or IS 4990 (concrete-shuttering plywood) as satisfying the marine or aircraft plywood obligation. The Chapter 44 supplementary notes are explicit: marine plywood must conform to IS 710 and aircraft plywood to IS 709 and IS 4859. A scope-mismatched CM/L triggers detention at port and exposes the importer to confiscation proceedings under the BIS Act, 2016, irrespective of the panel's actual physical quality.
