HSN 4412 31 40 (marine and aircraft plywood with at least one outer ply of tropical wood) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 710:2010 (marine plywood) and IS 709 or IS 4859 (aircraft plywood) is mandatory under the ISI Mark Scheme with effect from 28 February 2025, under the Plywood and Wooden Flush Door Shutters Quality Control Order, 2024. A Phytosanitary Certificate uploaded to e-Sanchit applies as a separate customs-clearance requirement.

The single most common error on this tariff line is supplying a CM/L licence held against IS 303:1989 (general-purpose plywood) or IS 4990 (concrete-shuttering plywood) in place of the marine or aircraft-grade IS — either because the overseas manufacturer holds a broader licence or because the booking agent conflates product families. Customs officers applying the Chapter 44 supplementary notes treat the IS designation as definitional: panels lacking a CM/L specifically scoped to IS 710:2010, IS 709, or IS 4859 are treated as non-compliant regardless of overall plywood-QCO coverage, triggering detention and potential re-export.
