Low-density fibreboard of wood or ligneous materials (MDF, particle board, block board)
HSN 4411 94 29 (low-density fibreboard of wood or other ligneous materials, density not exceeding 0.5 g/cm³) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1659:2004, IS 12823:2015, IS 3087:2005, IS 12406:2021, and IS 3097:2006 is mandatory under the ISI Mark Scheme with effect from 11 February 2025, by virtue of the Wood Based Boards Quality Control Order, 2024. A Phytosanitary Certificate uploaded in e-Sanchit applies as a separate customs-clearance overlay.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable Indian Standard for the specific board type: IS 1659:2004 for block boards, IS 12823:2015 for pre-laminated particle boards, IS 3087:2005 for medium-density particle boards, IS 12406:2021 for MDF, or IS 3097:2006 for veneered particle boards. Verify the CM/L number, licensed product scope, and facility on the BIS online register before placing the purchase order.Wood Based Boards Quality Control Order, 2024 · S.O. 1307(E) dated 12-03-2024 · BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every board or panel in the consignment bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product itself; marking on packaging alone does not satisfy the QCO requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Wood Based Boards Quality Control Order, 2024
- 3Note the staggered enforcement calendar: the mandatory date for regular enterprises is 11 February 2025; for small enterprises, 11 May 2025; and for micro enterprises, 11 August 2025. Confirm the supplier's enterprise classification against the applicable date before booking the consignment.Wood Based Boards Quality Control Order, 2024 · S.O. 1307(E) dated 12-03-2024 · CCR entry referencing staggered dates
- 4Upload the Phytosanitary Certificate (document code 851000) in e-Sanchit before the consignment arrives. The proper officer verifies its presence prior to issuing out-of-charge; absence triggers hold even where the BIS CM/L obligation is satisfied.ITC (HS) Import Policy — PGA facilitation requirement · e-Sanchit document code 851000
- 5Quote the supplier's BIS CM/L number on the bill of entry and ensure the Phytosanitary Certificate is linked in e-Sanchit. Be aware of DRI Alert Circular 05/2025-CI dated 22-08-2025, which signals heightened intelligence-based scrutiny on wood-based board imports; retain full documentation for post-clearance audit.DRI Alert Circular 05/2025-CI dated 22-08-2025 · F.No. DRI/51/2025-CI-O/O DG-DRI-HQ-Delhi · BIS Act, 2016 · Customs Act, 1962
The most prevalent error on this tariff line is presenting a single CM/L licence number without confirming it covers the specific board type being imported. The Wood Based Boards Quality Control Order, 2024 maps five distinct Indian Standards to five distinct board categories within the same heading; a CM/L issued against IS 12406:2021 for MDF does not authorise import of block boards under IS 1659:2004 or pre-laminated particle boards under IS 12823:2015. Customs verifies the board-type scope of the CM/L against the product description on the bill of entry, and a scope mismatch results in consignment detention regardless of whether the supplier otherwise holds a valid licence.
