HSN 4411 94 21 (insulation board of a density not exceeding 0.5 g/cm³) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 3513 and the co-applicable wood-based-board standards is mandatory under the ISI Mark Scheme with effect from 11 February 2025, by virtue of the Wood Based Boards (Quality Control) Order, 2024. Phytosanitary Certificate upload to e-Sanchit applies as a separate customs-clearance overlay.

The most consequential error on this tariff line is importing insulation board on the assumption that a single CM/L against any one co-listed standard satisfies all BIS obligations across the entire wood-based-boards cluster. IS 3513 governs insulation board specifically, but density, surface treatment, and core construction can simultaneously attract IS 3087, IS 12406, or IS 3097 — each requiring its own current CM/L. Consignments detained at port for standard-scope mismatch accrue demurrage and ground rent while the importer pursues either re-export or a retrospective testing-and-licensing cycle.
