Low-density wood fibre insulation board (softboard)
HSN 4411 94 11 (insulation board of wood or other ligneous materials, density not exceeding 0.5 g/cm³) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 3513 and related Indian Standards is mandatory under the ISI Mark Scheme with effect from 11 February 2025 under the Wood Based Boards Quality Control Order, 2024. A Phytosanitary Certificate uploaded to e-Sanchit applies as a separate customs-clearance overlay.

The most common error on this tariff line is supplying a CM/L licence held against IS 1659 (block boards) or IS 12406 (MDF) when the imported product is an insulation board governed by IS 3513. All six Indian Standards appear in the Wood Based Boards QCO, but each IS covers a distinct product family; a CM/L scoped to block boards or MDF does not satisfy the obligation for low-density insulation board, and customs detention follows on a scope-mismatch even where the supplier holds a valid BIS licence for another panel type.
