Medium-density fibreboard and particle board panels (MDF, block board, pre-laminated board)
HSN 4411 93 29 covers wood-based fibre board and particle board panels of density exceeding 0.5 g/cm³ but not exceeding 0.8 g/cm³, and is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1659, IS 12823, IS 3087, IS 12406, and IS 3097 — as applicable to the specific board type — is mandatory under the ISI Mark Scheme with effect from 11 February 2025 under the Wood Based Boards Quality Control Order, 2024. Phytosanitary Certificate upload to e-Sanchit applies as a separate customs-clearance overlay.
- 1Identify the precise board type in the consignment — block board (IS 1659:2004), pre-laminated particle board (IS 12823:2015), medium-density particle board (IS 3087:2005), medium-density fibreboard (IS 12406:2021), or veneered particle board (IS 3097:2006) — and verify the foreign supplier holds a current BIS CM/L licence against the matching Indian Standard on the BIS online register.Wood Based Boards Quality Control Order, 2024 · S.O. 1307(E) dated 12-03-2024
- 2Confirm the supplier's CM/L licence covers the specific board variant, density grade, and manufacturing facility being shipped. A licence for one board type does not extend to a different type, even if both fall within HSN 4411 93 29.BIS (Conformity Assessment) Regulations, 2018 · Scheme-I · S.O. 1307(E) dated 12-03-2024
- 3Ensure every panel or bundle bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or on each unit's label — not on the outer packing alone.BIS (Conformity Assessment) Regulations, 2018 · Scheme-I marking requirements
- 4Upload the Phytosanitary Certificate (document code 851000) to e-Sanchit before the bill of entry is filed. The proper officer will verify its presence before granting out-of-charge; absence of the PSIC on e-Sanchit triggers detention regardless of BIS compliance status.ITC (HS) Import Policy — PGA facilitated bills condition · e-Sanchit document code 851000
- 5Quote the supplier's BIS CM/L number against the correct Indian Standard on the bill of entry. Note the staggered enforcement dates: general importers from 11-02-2025, small enterprises from 11-05-2025, and micro enterprises from 11-08-2025; quote the applicable enterprise category where a staggered-date exemption is claimed.Wood Based Boards Quality Control Order, 2024 · S.O. 1307(E) dated 12-03-2024 · BIS Act, 2016
The most common failure on this tariff line is treating the five notified Indian Standards as interchangeable and sourcing under a single CM/L number regardless of board type. Each IS covers a distinct product — block board, pre-laminated particle board, plain particle board, MDF, veneered particle board — and a CM/L issued against IS 12406:2021 for MDF provides no cover for a consignment of pre-laminated boards, which requires a separate CM/L against IS 12823:2015. Customs verifies the CM/L scope at port against the declared board type; a scope mismatch results in detention and potential re-export.
