Insulation board
Medium-density insulation board of wood or lignocellulosic fibre
HSN 4411 93 21 (insulation board of wood or other ligneous materials, density exceeding 0.5 g/cm³ but not exceeding 0.8 g/cm³) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1659, IS 12823, IS 3087, IS 12406, IS 3097, and IS 3513 is mandatory under the ISI Mark Scheme with effect from 11 February 2025 under the Wood Based Boards Quality Control Order, 2024. A Phytosanitary Certificate uploaded to e-Sanchit applies as a separate customs-clearance overlay.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable IS standard for the specific board type — IS 1659 (block boards), IS 12823 (pre-laminated particle boards), IS 3087 (medium-density particle boards), IS 12406 (MDF), IS 3097 (veneered particle boards), or IS 3513 (hardboards and insulation boards). Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Wood Based Boards Quality Control Order, 2024 · S.O. 1307(E) dated 12-03-2024; Resin Treated Compressed Wood Laminates Quality Control Order, 2024 · S.O. 1018(E) dated 29-02-2024
- 2Ensure every board in the consignment bears the ISI mark and the supplier's CM/L number as required by Scheme-I of the BIS (Conformity Assessment) Regulations, 2018. The most frequent compliance failure on this tariff line is mapping the consignment to the wrong Indian Standard within the multi-IS Wood Based Boards QCO framework. A CM/L licence against IS 12406 (MDF) does not cover insulation boards governed by IS 3513, and a licence against IS 1659 (block boards) does not extend to pre-laminated particle boards under IS 12823. Each board type requires a distinct CM/L; a consignment of mixed board specifications from a supplier holding licences for only some of the applicable standards will face partial detention at port, with demurrage accruing on the unlicensed portion.
