HSN 4411 93 19 (medium-density fibre board and particle board of wood or ligneous materials, density exceeding 0.5 g/cm³ but not exceeding 0.8 g/cm³) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1659:2004, IS 12823:2015, IS 3087:2005, IS 12406:2021, and IS 3097:2006 is mandatory under the ISI Mark Scheme with effect from 11 February 2025 under the Wood Based Boards Quality Control Order, 2024. The single most common error on this tariff line is sourcing boards against one IS standard when customs verification reveals the actual product falls under a different standard within the same QCO — for example, presenting a CM/L against IS 3087:2005 (particle board) for a consignment that is plainly MDF within IS 12406:2021 scope. Each of the five standards has a distinct product definition and density-grade criterion; the CM/L must precisely match the board type in the shipment. A mismatch between the declared IS standard and the product specification triggers detention even where the supplier holds a current CM/L for a different board type under the same QCO.
