High-density fibreboard of wood or ligneous materials (MDF, particle board, block board)
HSN 4411 92 19 (high-density fibreboard and related wood-based boards of density exceeding 0.8 g/cm³) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 3087, IS 12406, IS 1659, IS 12823, and IS 3097 is mandatory under the ISI Mark Scheme with effect from 11 February 2025, by virtue of the Wood Based Boards Quality Control Order, 2024. A Phytosanitary Certificate, uploaded in e-Sanchit, applies as a separate customs-clearance overlay.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable Indian Standard for the board type being imported: IS 3087:2005 for plain medium-density particle boards, IS 12406:2021 for MDF, IS 1659:2004 for block boards, IS 12823:2015 for pre-laminated particle boards, or IS 3097:2006 for veneered particle boards. Verify the CM/L number, board-type scope, and licensed facility on the BIS online register before placing the purchase order.Wood Based Boards Quality Control Order, 2024 · S.O. 1307(E) dated 12-03-2024 · IS 3087:2005, IS 12406:2021, IS 1659:2004, IS 12823:2015, IS 3097:2006
- 2Confirm the specific board type declared on the bill of entry matches the IS standard against which the supplier's CM/L is licensed. A CM/L for IS 3087 (plain particle board) does not cover IS 12406 (MDF) or IS 1659 (block board); a mismatched declaration triggers detention.Wood Based Boards Quality Control Order, 2024 · S.O. 1307(E) dated 12-03-2024 · BIS (Conformity Assessment) Regulations, 2018
- 3Ensure every board panel or bundle bears the ISI mark and the supplier's CM/L number, applied in compliance with Scheme-I of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its immediate packaging in a manner traceable to the licensed manufacturing facility and board specification.BIS (Conformity Assessment) Regulations, 2018 · Wood Based Boards Quality Control Order, 2024
- 4Upload the Phytosanitary Certificate (document code 851000) in e-Sanchit before the bill of entry is filed. The proper officer verifies this document against the e-Sanchit record before granting out-of-charge; absence of the PSC holds the consignment regardless of BIS CM/L status.ITC (HS) Import Policy · e-Sanchit upload requirement per customs facilitation framework
- 5If the supplier qualifies as a small enterprise, the enforcement date is 11 May 2025; for micro enterprises, 11 August 2025. Obtain documentary proof of the supplier's enterprise classification under the MSMED Act before relying on the deferred effective date, and retain this for customs verification.Wood Based Boards Quality Control Order, 2024 · S.O. 1307(E) dated 12-03-2024 · CCR note on phased enforcement dates
The single most common error on this tariff line is treating the Wood Based Boards QCO as a single-standard obligation and securing one CM/L without matching it to the precise board type on the bill of entry. The QCO maps five distinct Indian Standards to five distinct board families — plain particle board (IS 3087:2005), MDF (IS 12406:2021), block board (IS 1659:2004), pre-laminated particle board (IS 12823:2015), and veneered particle board (IS 3097:2006) — and customs detention follows automatically where the declared board type does not correspond to the licensed IS on the supplier's CM/L, even if the supplier is otherwise BIS-licensed.
