Compliance steps
  1. 1
Verify the foreign manufacturer's BIS CM/L licence on the BIS online register against the applicable Indian Standard for the specific board type being imported — IS 1659:2004 for block boards, IS 12823:2015 for pre-laminated particle boards, IS 3087:2005 for medium-density particle boards, IS 12406:2021 for medium-density fibreboards, or IS 3097:2006 for veneered particle boards. Confirm the licence scope covers the product type and manufacturing facility before placing the purchase order.

  2. 2
Ensure every panel in the consignment bears the ISI mark and the supplier's CM/L licence number. The marking must appear on the product or its primary packaging in a manner traceable to the licensed manufacturing facility and the specific IS under which the CM/L was granted.

  3. 3
Confirm the supplier's enterprise classification before finalising the purchase order. The QCO enforcement date is 11 February 2025 for large enterprises, 11 May 2025 for small enterprises, and 11 August 2025 for micro enterprises. Panels from suppliers who were not yet within their applicable enforcement window require separate documentary confirmation.

  4. 4
Upload the Phytosanitary Certificate (document code 851000) in e-Sanchit before the bill of entry is filed. Customs will verify that the certificate has been uploaded before granting out-of-charge; absence of the uploaded certificate will hold the consignment regardless of BIS QCO compliance.

  5. 5
Quote the supplier's BIS CM/L number on the bill of entry and retain the CM/L verification printout and the Phytosanitary Certificate in the import file. Customs cross-checks the CM/L in real time against the BIS register; an absent, expired, or product-scope-mismatched licence triggers consignment detention.

A word of counsel

The most common error on this tariff line is treating the five applicable Indian Standards as interchangeable and sourcing a single CM/L covering whichever IS is easiest to certify, then importing a different board type. Each IS is product-type-specific — IS 12406:2021 for MDF, IS 3097:2006 for veneered particle board, IS 12823:2015 for pre-laminated board, and so on — and a CM/L granted against one IS does not authorise import of a board type governed by another. Customs detention results where the product type on the bill of entry does not match the IS scope of the CM/L presented.

Frequently asked
Does HSN 4411 13 00 require BIS certification?
Yes. Wood-based panels of this thickness require conformity to the applicable Indian Standard and an ISI mark under a BIS CM/L licence, with effect from 11 February 2025 for large enterprises, under the Wood Based Boards Quality Control Order, 2024.
Which Indian Standard applies to my specific board type under this HSN?
IS 1659:2004 applies to block boards, IS 12823:2015 to pre-laminated particle boards, IS 3087:2005 to medium-density particle boards, IS 12406:2021 to medium-density fibreboards, and IS 3097:2006 to veneered particle boards. The CM/L must be obtained against the IS that matches the product type being imported.
Do micro and small enterprises face the same enforcement date as large enterprises?
No. The QCO enforcement date is 11 February 2025 for large enterprises, 11 May 2025 for small enterprises, and 11 August 2025 for micro enterprises. Panels from a supplier whose enterprise category had not yet reached its enforcement date require documented confirmation of that classification.
Does a single CM/L licence cover all five board types and all manufacturing facilities?
No. A CM/L licence is specific to the Indian Standard, the product scope, and the licensed manufacturing facility. Board types governed by a different IS, or panels produced at an unlicensed plant, are not covered by the same CM/L.
