Of a thickness exceeding 5mm but not exceeding 9mm
Medium-density fibreboard and particle board panels, 5-9 mm thick
HSN 4411 13 00 (fibre board of wood or other ligneous materials, thickness exceeding 5 mm but not exceeding 9 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1659:2004, IS 12823:2015, IS 3087:2005, IS 12406:2021, and IS 3097:2006 is mandatory under the ISI Mark Scheme with effect from 11 February 2025 under the Wood Based Boards Quality Control Order, 2024. Phytosanitary Certificate upload in e-Sanchit is required as a separate customs-clearance overlay.
- 1Verify the foreign manufacturer's BIS CM/L licence on the BIS online register against the applicable Indian Standard for the specific board type being imported — IS 1659:2004 for block boards, IS 12823:2015 for pre-laminated particle boards, IS 3087:2005 for medium-density particle boards, IS 12406:2021 for medium-density fibreboards, or IS 3097:2006 for veneered particle boards. Confirm the licence scope covers the product type and manufacturing facility before placing the purchase order.Wood Based Boards Quality Control Order, 2024 · S.O. 1307(E) dated 12-03-2024 · BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every panel in the consignment bears the ISI mark and the supplier's CM/L licence number. The marking must appear on the product or its primary packaging in a manner traceable to the licensed manufacturing facility and the specific IS under which the CM/L was granted.BIS (Conformity Assessment) Regulations, 2018 · Scheme-I marking format · S.O. 1307(E) dated 12-03-2024
- 3Confirm the supplier's enterprise classification before finalising the purchase order. The QCO enforcement date is 11 February 2025 for large enterprises, 11 May 2025 for small enterprises, and 11 August 2025 for micro enterprises. Panels from suppliers who were not yet within their applicable enforcement window require separate documentary confirmation.Wood Based Boards Quality Control Order, 2024 · S.O. 1307(E) dated 12-03-2024; CCR noting differential enforcement dates 11-02-2025, 11-05-2025, 11-08-2025
- 4Upload the Phytosanitary Certificate (document code 851000) in e-Sanchit before the bill of entry is filed. Customs will verify that the certificate has been uploaded before granting out-of-charge; absence of the uploaded certificate will hold the consignment regardless of BIS QCO compliance.e-Sanchit document code 851000 · ITC (HS) Import Policy customs-overlay requirement per CCR
- 5Quote the supplier's BIS CM/L number on the bill of entry and retain the CM/L verification printout and the Phytosanitary Certificate in the import file. Customs cross-checks the CM/L in real time against the BIS register; an absent, expired, or product-scope-mismatched licence triggers consignment detention.Wood Based Boards Quality Control Order, 2024 · BIS Act, 2016 · Customs Act, 1962
The most common error on this tariff line is treating the five applicable Indian Standards as interchangeable and sourcing a single CM/L covering whichever IS is easiest to certify, then importing a different board type. Each IS is product-type-specific — IS 12406:2021 for MDF, IS 3097:2006 for veneered particle board, IS 12823:2015 for pre-laminated board, and so on — and a CM/L granted against one IS does not authorise import of a board type governed by another. Customs detention results where the product type on the bill of entry does not match the IS scope of the CM/L presented.
